The ideal candidate
will be focused on sustained HSE delivery in operations and be challenging
/supporting key plans, governance and building relationships with key client
personnel level above projects teams.
Maintain a focus on HSE
leadership (personal and organisational)
Identify those who need
support / coaching and engaging the business line managers to support internal
development
Operational support –
know and understand the HSE ‘issues’ at the site to either provide support or
hold others accountable to deliver.
Governance – maintain HSE
assurance program and integrity of HSE controls across the business, including
projects, tenders and mandated standards – this includes assessing the real
status of engagement, accountability and supporting behaviour of leaders /
personnel delivering on projects.
Manage business
activities associated with HSE Vaccine Budget and the annual performance and
professional development of all Departments Leaders and staff.
Support winning new
work – direct tender support, building networks and being capable of delivery
key messages as a senior HSE professional.
Executes the site and
project safety plans ensuring alignment with local and international codes,
recognized industry standards and SP requirements;
Participates in the
identification of the HSE risks associated with each phase of the ongoing
projects and regular site operations;
Ensures HSE by design
with Engineering support;
Provides input on HazOp
with process production support;
Proactively engages HSE
subject matter experts in design on matters pertaining to biosafety,
biocontainment, biosecurity and environment & sustainability;
Participates in
development and implementation of SOPs to ensure HSE hazards and positive
controls are integrated with standardized symbols;
Ensures HSE training is
defined and delivered for operators and maintenance staff;
Ensures all new systems
have pre-start HSE reviews completed and as needed;
Ensures applicable HSE
permits and licenses are updated as required;
Develops emergency
plans for the building and ensures they are integrated into the site's
Comprehensive Emergency Management Plan (CEMP);
Develop HSE programs to
prevent employee and contractor injuries and environmental releases;
Escalates HSE concerns
and risks to the Director of Project, Process and HSE Systems.
Budgeting, Costing
Track HSE delivery
milestones and deliverables, Provide routine status update to leadership team.
Preparation of monthly
progress reports /MIS for top management council streamline production and
project review mechanism.
Strategic Workforce
Planning – evaluation and analysis of current and future skills requirements
Measuring and
maintaining KPIs for the HSE team. Putting in place the formats and system for
real-time performance dashboards.
To adopt appropriate
Sanofi standards to continuously track, meet and improve target KPIs whilst
ensuring a continuous flow of information across shifts and business areas.
To embrace continuous
improvement opportunities though challenge of rationales for the current state
of operating and ways of working.
To cooperate
transversally with support functions in the delivery, for example, of agreed
priorities, the preparation for internal/external audits, participation and
leadership (as appropriate) of HSE investigations and in the execution of
agreed actions (from CAPAs).
To drive maintenance
of accurate process and quality
information with respect to manufacturing batches in the applicable business
systems (ERP, QMS…).
Problem solving
(familiar with using problem solving tools and their deployment in the work
place) – to aid seamless production activities
Competent in the use of
Microsoft package (Excel, Word, PowerPoint, OneNote…).
Able to form and
establish constructive networks internally and externally as opportunity
arises, e.g., equipment suppliers, inter-company experts/contacts, etc.
Accountable for the HSE
oversight of both the Quality and cGMP compliance of the site.

Basic Qualifications
Minimum of three (12)
years’ work experience in a pharmaceutical manufacturing, product/ project
management.
Exp in manufacturing
establishment for Biological products
Experience of USFDA or
EU audit.
Strong knowledge of
upstream and downstream of biological material
Adequate knowledge and
experience in Safety assurance measures in shop-floor unit ops and site
projects.
Educational
Qualifications
Bachelor’s degree
(Engineering, Biotech, Pharma) from an
accredited college or university
Preferred
Qualifications
Prior people leadership
experience
Prior experience with
Microsoft Office, specifically Excel & PowerPoint
Prior work experience
in a good manufacturing practices (GMP) environment
Ability to use Human
Machine Interfaces (HMI’s) to control industrial HSE processes
Data Analytics –
experience in Statistical Process Control (SPC), AI etc.
Experience with ERP,
MES is an advantage.
