Systems Engineering is responsible for overall technical leadership and responsibility for technical realization of full systems product release/life cycle management. Creating and executing an interdisciplinary process to ensure that the customer and stakeholder's needs are satisfied in a high quality, reliable, trustworthy, cost efficient and schedule compliant manner throughout a system's entire life cycle. One balanced system design integrating the requirements of marketing, application, design, operations, service, resolving at the same time key technical impediments

Technical role:

Make and own technical decisions; define technical scope of program
Generates design input documents required to develop a product
Ensures that the User requirements, System Specifications, and Architecture Statements are complete, unambiguous, non-conflicting, testable, and specify the characteristics that are essential for the safe and effective functioning of the product.
Ensures that design inputs are traceable from the user needs and intended use to the system requirements and detailed design specifications.
Ensures all risk management activities have been completed for the programs that require it.
Guides designers towards integral technical solutions / (Sub)System and Component design decomposition & interfaces / Guard implementation; check that V&V evidence is adequate
Make pragmatic system design decisions in line with overall reference architecture guidance

Operational role:

Sole decider within program on technical program scope
Final say on product defect scope and implementation
Document technical decisions
Owns DHF. Ensures all levels of requirements/design are set/updated, with traceability and full consistency
Puts in place Design constraints and ensures consistent adherence
Owns product cost
Leads design reviews and assure timely follow-up
Owns quality & reliability of final product (accountable after release in case of complaints / field issues)
Go / No-Go technical decision making at every phase
